Smart: Leadership in Digital Transformation in Egypt

The Beginning…

In 2005, Egypt’s digital transformation journey began in the city of Suez, with the transition from paper ration cards to smart cards. From here,Smart took its first steps toward changing the shape of public services across Egypt through the digital transformation in the Egyptian Electronic Government.

The Start of Digital Transformation in Egypt: A Dream Realized

When the Egyptian government decided to develop the ration system, Smart was chosen to realize the dream of digital transformation in Egypt. The goal was to convert paper ration cards into smart cards. At a time when many believed this was a simple step, Smart saw it as the future of digital payments in Egypt, enabling citizens to make payments securely and easily.

Innovation for Citizen Service

Thanks to the advanced technology at the time, a comprehensive system was created that included:

  • The latest point-of-sale devices
  • A secure infrastructure for smart cards
  • Advanced application systems

This contributed to saving more than 20% of subsidy costs, which was not just an improvement in efficiency but also a fundamental change at the national level, demonstrating Smart’s expertise in delivering modern payment solutions and digital transformation.

Expanding Services

In 2009, Smart entered a new phase, where smart cards opened doors to additional services:

  • Social security pensions (currently Takaful and Karama)
  • Health services in the Canal cities
  • Distribution of infant formula
  • Subsidized bread system

The Year of Transformation: 2014

2014 witnessed significant steps toward the digital transformation in Egypt:

  • Development of the bread system
  • Design of comprehensive solutions for flour and bread distribution
  • Creation of a new exchange points system
  • Expansion of service coverage to all governorates in Egypt

That year,Smart significantly changed the bread subsidy system, overseeing every step in the supply chain, from wheat in silos to mills, bakeries, and finally the distribution of subsidized bread to citizens. With Smart, the subsidy program became more efficient and transparent, ensuring that support reached those who truly needed it.

From a simple smart card project, Smart has evolved into a comprehensive payment system serving millions of Egyptians daily. Over the years, Smart has proven its ability to manage:

Tarek Malash

Eng. Tarek held many responsibilities in different locations such as Sweden, Egypt, and Saudi Arabia. Established “Adcom” a promising start-up in the telecommunication Eng. Malash made many contributions to several telecommunication projects in Egypt, supporting and encouraging the growth of the economy. Currently, he is the chairman of the board of directors in Smart Cards Applications Company & Damen.

Hany Assaal

Dr. Hany Mohamed Assal is the current CEO of Globaltronics, the leading Middle East manufacturer of electricity meters and energy management solutions and has more than 30 years of exceptionally successful leadership experience in Information Communication Technology (ICT). Dr Assal also worked as a visiting professor, teaching Telecommunications at Cairo University. He holds both his bachelor and masters from Cairo University and earned his PhD in Electrical Engineering from the University of Stanford.

May El Mallawany

Ms. May El Mallawany possesses over 25 years of experience in numerous fields such as Administration, Management, as well as Human Resources. She has been the head of HR in both SMART- a mother company since 2007- as the head of HR and a board member at Damen. Ms. El Mallawany is an AUC Graduate and holds various business-related diplomas and certificates some of which are CPHRC, a financial diploma, and an International Strategy Business diploma.

Tarek Assad

Engineer Tarek Assaad is currently working as a Managing Partner at Algebra Ventures, Egypt’s leading VC fund. Eng.Tarek is also a Managing Partner at Ideavelopers where he has been managing $50m of VC investments since 2009, including some of Egypt’s most prominent technology startups.
Eng. Tarek is a director of Smart Card Applications, SiWare and IdealRatings. In this role, he was also responsible for the investment in Fawry, the leading bill payment and presentment company in Egypt, which realized a $100m exit in 2015.
Eng. Tarek started his career as an engineer at Lucent Technologies then as a software developer for SAQQARA Systems, an internet startup in Silicon Valley. He later became General Manager of CID Consulting where he led the company’s high growth, helping it to become one of the leading local consulting firms in Egypt.
Eng.Tarek holds a B.Sc. in Electronics and Communication Engineering from Ain Shams University in Cairo and an MBA from Stanford Graduate School of Business.

Tawfik El Bardai

Tawfik El Bardai is the founder of Smart Cards Application . He designed the first Online Banking Network in the world for Credits Lyonnais in France. He taught in both Egyptian and American universities as well as worked as a consultant for numerous American companies. Dr. Bardai currently holds the position of Chairman for the NationalTelecommunication Holding Company (NTC).
Dr. El Bardai obtained his Ph.D. in Computer Communications from the University of California Berkeley.
Chief Executive Officer

AbdelRaouf Hussein

Mr. Hussein has total of 37 years of experience in the Banking and Payments businesses and operations. In June 2009, he joined Banque Misr as Retail Banking Operations – General Manager. From 2016 he maintained leadership position at the bank including the Head of Operations, COO of the International Business and Head of Digital Transformation.
His earlier career includes Operations Director for Mastercard - Dubai, Operations & Technology Director for Citibank - Egypt, and Cards Business Manager for Banque du Caire - Cairo.
He graduate in Business Administration from Cairo University with an Executive Management Diploma from the American University in Cairo, additionally he is a Certified Operations Professional
